No. Everything outside the charm is click-through, so you can keep working as normal. Only the charm itself picks up the mouse, so you can drag or flick it.
It draws and animates the charm all the time, so it uses some processor and battery. We haven't published figures, and the amount depends on your computer and what else is running. You can hide it whenever you like.
Use the menu bar or system tray icon to show, hide or switch charms. Control+Shift+D hides and shows it from anywhere.
